(CNN) – Los Angeles police will not be paid for working overtime during the George Floyd and California stay-at-home protests.
The city says it simply does not have the money to pay the LAPD for the whopping $40 million in overtime expenses, according to an internal memo from the agency.

The LAPD has now instructed commanding officers and supervisors to ensure overtime hours are minimized.
TALLADEGA, Ala. (AP) — NASCAR said late Sunday that a noose was found in the garage stall of Bubba Wallace at the NASCAR race in Talladega.

Firefighters union says Cleveland Fire Chief Angelo Calvillo paid overtime during 2016 RNC
CLEVELAND — It's been smoldering for years: Tensions between the union representing Cleveland firefighters and their Chief Angelo Calvillo, who answers to City Hall.
The latest ember: A claim by firefighters that the chief took overtime pay during the 2016 Republican National Convention, an all-hands-on-deck moment for the city.
In a letter sent June 11, 2020, to Cuyahoga County Prosecutor Michael O'Malley, the union's lawyer, Joe Diemert, asked that the issue be investigated. Diemert included as evidence the chief's pay stubs and copy of a city ordinance that he says clearly prohibits the chief from earning overtime. (You can read the supporting materials below.)
At Emergency Management: Unauthorized overtime and a loaded Chevy Tahoe | Baltimore Brew
In March, just as cases of Covid-19 were spreading in Maryland, David McMillan, director of the Mayor's Office of Emergency Management (MOEM), was abruptly placed on leave. Mayor Bernard C. "Jack" Young refused to say why, calling it "a personal matter."
Another mystery at MOEM was how Anthony R. Smith, a retired fire department employee working there under contract, was the fifth-highest-paid city employee last year, pulling down $243,747 on a base salary of $105,000.
Police overtime pay for George Floyd protests strains local budgets - Axios
Why it matters: Government budgets already were under severe strain from coronavirus shutdowns, due to steep tax revenue declines, and these extra expenses could make it even more difficult to meet obligations.
By the numbers: The Dallas Police Department tells Axios it spent $1.5 million in extra staff and equipment costs during the first three days of BLM protests.

But, but, but: It is unclear how much of this spending was necessary, given arguments that there has been too much police equipment at some protests.

The N.Y.P.D. Spends $6 Billion a Year. Proposals to Defund It Want to Cut $1 Billion.
As calls to defund the police grow around the country, public officials and advocacy groups in recent weeks have proposed major cuts to the New York City Police Department, the nation's largest and most expensive force.
The various proposals call for removing millions, if not more, from the Police Department's budget starting July 1, the beginning of the next fiscal year. None, however, move to completely defund the department, whose spending has steadily risen each year.
