SAN FRANCISCO — If ever there was a doubt about the coronavirus's impact on American democracy, look no further than the sharp decline in citizen initiatives this year. There are 38 such measures slated across the country, around half the level in the last presidential election, when there were 72.

Will one of the nation's most liberal states legalize affirmative action? Polls suggest Californians are leaning toward no.
When all measures are tallied, including those placed by legislatures on the ballots, there are a total of 124 statewide ballot initiatives this year, down from 154 four years ago.

DECATUR — The Decatur City Council on Monday is expected to discuss options for handling the property tax rate .
In a memo to council members, City Manager Scot Wrighton and Treasurer Gregg Zientara said options are being presented "in the interests of holding the line on property tax increases."
"During the City Council's periodic 2020 study sessions to review the city's financial health, and in light of the economic and community impacts of COVID-19, the City Council expressed a clear desire to avoid tax increases in working its way out of the city's fiscal constraints," the memo says. The draft "tax levy ordinance has been prepared in accordance with this instruction."

After a rollicking year in Utah with the pandemic, recession, earthquakes, a hurricane-force windstorm, wildfires, protests and a raucous election, another left hook is about to hit many Utahns: property tax hikes.
Around the state, 58 local governments decided to raise taxes this year, according to a Salt Lake Tribune analysis of Utah State Tax Commission data.
One raises taxes eight times higher than last year for its residents. Another one doubles them. Some increases will be only a few pennies each. The news about what each property owner faces arrives in tax notices that counties are mailing over the coming week. Property tax payments are due Nov. 30.

SF Voting to Raise Taxes On Businesses With Overpaid Managers
Tomorrow, voters in San Francisco will vote on a measure ("Measure L") that would impose an additional gross receipts or an administrative office tax on a business with a greater than 100 to 1 ratio of the compensation of the "highest-paid managerial employee" to the median compensation paid to the business employees based in the city. The "According to the City Controller:
"For businesses other than an administrative office, the tax rates would be a percentage of gross receipts attributable to the City and, depending on the executive pay ratio, would range from 0.1% to 0.6%. For businesses engaged in business as an administrative office, the tax rates would be a percentage payroll expense attributable to the City and, depending on its executive pay ratio, would range from 0.4% to 2.4%."

That attraction has been burnished this year. Uruguay has reported around 879 coronavirus infections per 1 million people, one of the lowest levels in Latin America, according to a Reuters tally. Argentina, by contrast, has recorded over 25,000 cases per 1 million people, and has also been battered by economic, debt and currency crises.
Andrieu, who runs his own business, has been worried about rising taxes as Argentina's Peronist government looks to cover a deep fiscal shortfall, with the government proposing a 'wealth tax' and increasingly strict currency controls.
Commercial property-tax delinquencies 50% higher than last year
Property taxes account for more than 40% of the city’s tax revenues, while real estate taxes overall, which include property sales, hotel bookings and occupancy, account for more than half.
In its last fiscal year, property-tax revenues propped up the city’s tax receipts as other sources of tax revenue fell, the comptroller’s office reported.
