SF Sheriff's Office has 19 of the city's 20 biggest overtime earners.

With that much time spent on the job, Borovina became the highest overtime earner among all city employees in 2019, new municipal salary data show.

But he was hardly alone at the Sheriff’s Department when it comes to logging large amounts of overtime: Nineteen of the top 20 overtime earners among San Francisco city employees in the last fiscal year came from the Sheriff’s Office.

The employees — all of them deputies, senior deputies or lieutenants — cumulatively put in more than 43,000 hours of overtime last year, drawing nearly $4.16 million in extra pay in the process. Overtime earnings eclipsed the regular salaries of each of the 19 highest overtime earners in the department.

DOL Steadies Fluctuating Workweek Rule - Lexology

A Department of Labor rule provides that payments other than fixed salary are compatible with the fluctuating workweek method of calculating overtime pay under the FLSA.

The "fluctuating workweek method" provides that, when a nonexempt employee receives a fixed salary for hours that fluctuate from week to week, an employer can determine that employee's regular rate of pay for purposes of calculating overtime under the FLSA by dividing the employee's salary by the hours worked each week, as long as certain conditions are met.

Upland spends nearly 70% of coronavirus relief money on salaries and overtime – Daily

Upland will spend nearly 70% of state coronavirus funding on city employee salaries, overtime pay, benefits and family leave, according to the city manager’s report.

The expenditures began accruing in March — stay-at-home orders were issued by the state at that time, crippling the economy, driving up unemployment and shuttering schools — and will extend into November.

About $720,570 — a little more than 68% — will go to regular and overtime pay for public safety employees, including police and fire, as well as those doing extra cleaning to disinfect surfaces at City Hall and other city facilities, the report said.
