VIRGINIA BEACH, Va. — COVID-19 sent the American economy spiraling into a recession, and many local businesses are making sacrifices to pay their bills.
The past few months have been especially painful for thousands of Virginians who were laid off or furloughed from work, but not all sectors of the economy are bruised.
In fact, the pandemic is providing an opportunity to recruit new businesses to Virginia Beach, according to one top city official.

The General Services Administration gave the public a look at its next step in developing the agency's new small business governmentwide contracting (GWAC) vehicle that will eventually replace the canceled Alliant 2 Small Business contract.
The new vehicle will emphasize Historically Underutilized Business Zone (HUBZone) and woman-owned small business set-asides, streamlined pricing and contract submission processes, as well as a source for emerging artificial intelligence, machine learning, as-a-service offerings, cloud and edge computing technologies, as well as cybersecurity technology, according to GSA officials.

"Landscaping is the first impression that people get when they pull up to your facility," explained Dexter Erves.

"We do everything from design, we'll come out and meet with your clients, design a look, consult with them, make some suggestions," said Dexter. "And then we go from design to installation and after we install it we come back and maintain it."
This Black-owned business was started by Dexter and his father, Henry. They've been in business for more than 40 years.
Lawmakers expand eligibility for small business COVID relief despite legal concerns
JUNEAU, Alaska (KTUU) - A special legislative committee has approved expanding who can receive grants that help small businesses impacted by the economic effects of COVID-19.
The Legislative Budget and Audit Committee (LB&A) approved the changes despite the Legislature's leading attorney saying the process used could be "outside the law."
Megan Wallace, the Legislature's top attorney, said the process used by LB&A is solely for accepting additional money. The governor's proposal to change the eligibility guidelines for small business grants could expose the Legislature to legal jeopardy, Wallace said.

Wheeler rushed to put together the meeting amid intense pressure from businesses and neighborhood groups, who have been expressing growing alarm about the state of downtown for weeks and have become increasingly vocal about the threat to their organizations and communities as they've failed to see meaningful action from the city.

Walmart divests of Bare Necessities intimate apparel business - Talk Business & Politics
Israeli-based Delta Galil Industries reported Wednesday (Aug. 26) it had acquired the Bare Necessities intimate apparel business from Walmart for an undisclosed sum.
The deal is expected to close in the next few weeks and the business will be add to earnings next year, according to Isaac Dabah, CEO of Delta Galil.
New Jersey-based Bare Necessities was acquired by Walmart in October 2018 in an effort by Marc Lore, CEO of Walmart eCommerce, to strengthen the e-commerce business with a wider array of apparel and category expertise. But the strategy has somewhat been abandoned in recent years as Walmart tries to rein in losses in this part of the business.

Housing demand continues as one of few bright spots in the pandemic-hobbled economy, especially for prospective buyers considering a first-time purchase. The trend may even extend strong sales of homes, which has already carried over from spring into summer, further into the fall, Freddie Mac says.
