When Washington raises both corporate and individual tax rates, stocks typically underperform in the first year and sell off in the second year, according to BTIG.
President Joe Biden this week is expected to propose raising individual taxes for the highest earners to 39.6% and capital gains taxes for those earning over $1 million to as high as 43.4%. That comes on top of his plan to raise corporate taxes to 28% from 21%, proposed to pay for infrastructure spending.
The Democrats' dilemma on taxes
Those tax hikes would hammer Democrats in blue states more than the Republicans in red ones. Of the 50 wealthiest Congressional districts, Democrats represent 42 of them, according to Census Bureau data. Republicans hold just 8. For the last 25 years, shifts in party affiliation have brought more wealthy urbanites to the Democratic party, and more working-class whites to the GOP.
At the same time, Biden is trying to revive his party's appeal among the working class, which used to be primarily Democratic but no longer is. On April 26, the Biden White House announced the formation of a task force on workers' rights, with the mission to improve workers' ability to join unions and bargain with their employers for better pay and benefits. There aren't too many Washington, D.C.
Fight Over Taxes Increases
The Biden administration's 30x30 plan to protect 30% of U.S. lands and ocean territory by 2030 not a "land grab," according to USDA Secretary Tom Vilsack.
The secretary told reporters, "This is not about land grabs, this is really about utilizing public lands and private working lands in a commitment to conservation." He said the department is reaching out to farmers for their suggestions about how to achieve the "30x30" and other goals, but that "there's no intention to take something away from folks," rather the moves are focused on encouraging adoption of climate-smart practices.

Before Congress completes its efforts to iron out a new tax plan consistent with the goals of President Biden, it should consider separate legislation that would double the Internal Revenue Service budget to finance collections, forensics and investigations efforts to recover some of the nearly $1 trillion evaded annually according to a recent figure shared by IRS Commissioner Chuck Rettig with a Senate panel.
The law should have language modeled on the False Claims Act, which, in cases below a certain threshold, would allow private parties to seek to have the government initiate an investigation or independently file qui tam actions alleging that the defendants defrauded the federal government of taxes due. If the collection by means of governmental action or a private lawsuit is successful, the private party can receive up to 30 percent of the amount recovered.

New England Farm Workers Council pays up on delinquent taxes for downtown Springfield properties
SPRINGFIELD — The New England Farm Workers Council is caught up on its local property taxes after paying $66,329, including interest, for its third quarter bills on multiple downtown properties.
The social services organization, which owns about 25 properties including buildings and lots, also made a payment of payment $80,332, on April 2. That payment was for second quarter taxes, interest and fees, according to records in the city Collector's Office.

No federal taxes paid out by profitable PPL - The Morning Call
The report says the Allentown energy-holding company capitalized on breaks that were preserved or expanded under former President Donald Trump's 2017 overhaul of the tax code, as well as the economic rescue package that Washington passed last spring.

Tax flight could harm states that are increasing taxes on wealthy
States like New Jersey and New York have increased taxes on the wealthy to balance their budgets. This, according to analysts, could harm them in the long run.
"This for a relatively small revenue hole has the potential to become a self-fulfilling prophecy. If you're worried about the revenue losses because people aren't coming back, then probably the worst thing you can do is impose very taxes that would make them not come back," Tax Foundation vice president of state projects Jared Walczak said.
