It took the coronavirus crisis to wake up the board and perhaps force it to make some spending cuts.

• Implement Lean Six Sigma (business improvement process) to make government more effective and efficient.
• Focus on core government functions such as public safety; contract out non-core functions to private industry.
I have been attending board meetings for over two years and this board continues to disappoint in so many ways. I simply don't understand why it refuses to make needed spending cuts.
Many things are taking place:
From County Road Aid dollars, to Occupational and Coal Severance Taxes, counties feel COVID-19
PIKEVILLE, Ky. (WYMT) - Between the Pike County Fiscal Court and the Pike County Detention Center, nearly 40 employees are laid off because of COVID-19 impacts on the county budgets.
Ray Jones was elected as Pike County Judge Executive in 2018. When he assumed office in January the following year he was faced with a county in the midst of a financial crisis.
"It was painfully obvious that when your credit rating was taken away that impacts the county's ability to bond projects. It's no different than someone declaring bankruptcy and then going to the bank and trying to get credit," said Jones.

Lordstown schools offer to share taxes | News, Sports, Jobs - Tribune Chronicle
LORDSTOWN — The Lordstown Board of Education will submit to village officials a proposal regarding sharing of the income tax from the General Motors battery-cell plant now under construction.
Earlier this year, village officials asked the Lordstown Board of Education to waive receiving income tax from any tax abatement request by GM for the battery plant. The Lordstown board in February tabled the motion on waiving income-tax sharing with the village, although the board did give approval to a community reinvestment agreement between the village and GM.

This week's map continues our look at state revenue sources, this time focusing on revenue collected through the general sales tax.
Sales taxes are the second largest source of state and local tax revenue, accounting for 23.6 percent of total U.S. state and local tax collections in fiscal year 2017 (the latest data available; see Facts & Figures Table 8). Only property taxes make up a greater share of state and local tax revenue.

KING COUNTY, Wash. — King County Councilmember Reagan Dunn introduced legislation Wednesday that would offer additional tax relief for homeowners affected by the coronavirus pandemic .
His proposal would give taxpayers the option to make smaller property tax payments over six months, rather than a lump sum on June 1.
Under the proposal, property tax bills could be split into five payments with the first payment of first-half taxes due June 30 and first payment of second-half taxes due Nov. 30.
North Haven budget increases spending, lowers tax rate - New Haven Register
The Board of Finance approved a town budget Wednesday that lowers taxes by 1.5 percent next fiscal year while increasing spending, including a more than $2 million increase for the school district.
Traditionally the budget is voted on by the public through a referendum, but due to the coronavirus pandemic, Gov. Ned Lamont gave towns’ fiscal authorities the ability to approve the budget without referendum.

The Waco City Council decision to purchase a 28-acre track for $762,000 for a bicycle track connected to Cameron Park is a great idea except for the timing. With needed improvements it will become a million-dollar-plus expense. Because of the timing, it was not wise to do.
Funds to purchase the land will come from our property taxes and sales taxes. Many businesses are closed and cannot afford to pay their property taxes and are collecting no sales tax. Many have laid off workers who themselves cannot afford to pay their property taxes, house payments or rent, some of which go to property taxes.
