Tax Changes in Gov. Newsom's Budget Could Impede Economic Recovery

In California, where state officials are projecting a stunning $54 billion deficit , Gov. Gavin Newsom (D)'s budget proposes a range of new revenue options, including an important change to how business income is calculated for tax purposes, eliminating net operating loss carryovers for most businesses for three years.

Net operating loss provisions in corporate net income tax codes are little understood, and thus are sometimes viewed with suspicion or treated as a corporate giveaway. The suspicion is understandable: corporate codes are replete with poorly targeted incentives that give away part of the tax base for scant return. But the ability to carry losses over to other years is not an example of carving out the tax base; rather, it is part of the very definition of a corporate income tax base.

Westbrook spending plan includes service and personnel cuts, but no tax increase - Portland Press

WESTBROOK — Neither the proposed city budget nor the proposed school budget for next year include tax increases for residents, but the spending plans may mean cuts in programs and services and the elimination of 18 jobs.

The proposed $29.8 million city budget calls for a change in trash disposal companies, authorizes the use of city reserve funds to offset expected revenue losses from the coronavirus pandemic and cuts nine positions across city departments.

FTI Consulting Survey Shares Data Privacy Budget ...

Washington, D.C., May 19, 2020  — FTI Consulting, Inc. (NYSE: FCN) today announced the second set of findings from its  Technology  segment’s study of data privacy trends. Based on responses from more than 500 leaders of large, U.S.

The survey reported significant increases in spend and data privacy-related programs.
