SPRINGFIELD, Ill. — Illinois lawmakers approved a new state budget Saturday as the Legislature wrapped up a whirlwind four-day session that resulted from the coronavirus pandemic.
Beyond the budget, lawmakers approved other legislation aimed at providing relief during the pandemic, including a bill that allows bars and restaurant to sell cocktails to go.
Legislators approved a bill changing the tax structure for the new Chicago casino. A study last year said the tax rates in the original gambling expansion bill were too high for the Chicago casino and would deter companies from wanting to operate it.

Fayetteville City Manager Doug Hewett is keeping his cards close to his chest about a budget proposal he will be recommending to the City Council on Tuesday for the next fiscal year as the city copes with a loss of millions of dollars in lost tax revenues from the coronavirus pandemic.

Mayor Mitch Colvin said Friday that he has heard that Hewett is proposing no increase in the property tax rate..
“We think it would be very insensitive as well as impractical to try to ask taxpayers who are in the middle of a global crisis to pay more in taxes and fees,” he said. “Although the city is going to take a revenue hit, we’re trying to work it out without laying it on the taxpayer.”
