Minnesota lawmakers seek to limit cities' growing use of sales taxes - StarTribune.com

More Minnesota cities are imposing local sales taxes than at any time in state history, and some state legislators are worried a proliferation of the new taxes could create unfair advantages for communities with more retailers.

Legislators allowed 18 cities, from Willmar to West St. Paul, to add or extend a sales tax in 2019, and 14 others got the go-ahead in 2017. That's a dramatic jump from decades past, when the state signed off on fewer than two local sales taxes per year on average. Cities' leaders are increasingly relying on these local sales taxes to pay for millions of dollars in new projects and expenses without raising property taxes.

Pennsylvania and N.J. residents flee high taxes by relocating to South Florida

There's new evidence to help show that many Northerners are packing their belongings — and bank accounts — and heading to Florida and other zero income tax states.

Newly released IRS data for 2018 show that Florida — which has no personal income tax — had a 3% increase over 2017 in the migration of net personal income — the dollars coming into the county versus what's going out.

South Florida saw a more than 60% increase in net personal income over 2017, and Palm Beach County alone saw a 20% increase, according to the IRS, which tracks changes in personal income through address changes on annual tax returns.

Baltimore hasn't collected taxes on Uber or Lyft rides, missing out on about $2.1 million a year

BALTIMORE — Baltimore has collected no taxes on an estimated 9 million Uber and Lyft rides per year despite a 2015 state law enabling it to do so, costing the city roughly $2.1 million in revenue annually, according to the city Finance Department.

Revenue from the city's parking tax, meters and city-owned garages, meanwhile, has plunged a collective $4.1 million, or about 6 percent, in the past two years, according to the department, which called the growth of ride hailing "one of the factors explaining the recent sharp decline."

Westerly meal and drink tax collections reflect business gains in 2019 | Westerly |

Westerly's restaurants, bars, and other sellers of beverages and prepared meals reported taxable sales of $59.2 million during the town's extended tourism season last year, an increase of 7.2% compared with the same period in 2018.

The figures, from the Rhode Island Department of Revenue, are for May through September, months that typically account for about 60% of all such sales in Westerly during the calendar year.

The 1% local meal and beverage tax is collected by the state and goes to the municipality where the businesses are located. It is a direct measure of the economy and produced $990,459 for the Town of Westerly in fiscal 2019, which ended in June — a gain of nearly $60,000 from the year before.
