Reeves: Pay raise for teachers, no new money for prisons

JACKSON, Miss. (AP) — Mississippi Gov. Tate Reeves has released his budget proposal that includes pay raises for teachers and no additional money for the troubled state prison system.

Reeves is recommending a $1,500 salary bump for teachers during the coming school year. That's $500 more than a proposal being considered by the state Senate.

Reeves' pay recommendation is part of his proposed state budget for the fiscal year that begins July 1. In the plan released Friday, Reeves recommends that the state spend the same amount on the Department of Corrections in the coming year as in the current year.

Carmel hotel project more than $20 million over original budget - Indianapolis Business Journal

Carmel’s high-end boutique hotel project, The Hotel Carmichael, is expected to cost at least $20 million more than the city first estimated in mid-2017.

City officials, on Friday night, said the total price tag for the city-backed project has risen to $58.5 million due to rising construction and labor costs. The hotel is slated to open in May.

IBJ began inquiring about rumored cost overruns on the project in mid-January, but the Carmel officials did not respond until issuing a general press release Friday night.

Will Budget 2020 make it easy for start-ups, MSMEs to do business?

In what seems to be one of the longest Budget speeches, the number of initiatives announced for start-ups and MSMEs were elaborate. A positive move is the proposal to increase the turnover threshold for audit to Rs 5 crore from Rs 1 crore at present. This will help small entrepreneurs who have limited administrative bandwidth.

Start-ups don't always have the financial muscle to attract talent and one of the ways at their disposal is to offer long-term value creation in the form of employee stock option plans (ESOPs), in place of short-term high compensation. But till now ESOPs were taxable even before the employee could realise the value. Now, the tax payment for ESOPs has been deferred by five years or till the employee leaves the company or when they sell the shares, whichever is earliest.

Budget 2020: LIC listing, IDBI Bank stake sale tops FM Sitharaman's agenda | Business Standard

Kajal Gandhi, analyst at ICICI Direct, said being a state-owned entity, LIC is likely to see a valuation gap versus private players. At even 25-30 per cent of its assets under management, the company could be valued at Rs 8-10 trillion. Even a 10 per cent dilution will be difficult for the market to absorb in one go and the government might do this in stages.

The larger question is whether the government would continue with the sovereign guarantee which comes with full ownership. If it does, there would be questions on corporate governance. And, with listing, the government cannot fund various organisations like they have done so far with LIC, notes corporate lawyer Ashvin Parekh. “This (listing) is being talked about since 2005.

Budget 2020: Govt may introduce programme to buy NBFCs' stressed assets | Business Standard News

The government is likely to unveil, in the Union Budget 2020, a Troubled Assets Relief Programme (TARP) similar to what the US initiated during the financial crisis in 2008.

Under the proposed scheme, the troubled or stressed assets of the non-banking finance companies (NBFCs) will be bought by a government fund to revive the sector.

Pennsylvania on track to expand overtime pay eligibility

Gov. Tom Wolf's administration is on the brink of making Pennsylvania one of a handful of states to expand eligibility for overtime pay beyond federal thresholds, winning a final vote Friday from a state regulatory board that agreed an increase was badly overdue.

The Independent Regulatory Review Commission voted 3-2 to approve a regulation that Wolf, a Democrat, first proposed two years ago amid a repeated failure to persuade the Republican-controlled Legislature to raise Pennsylvania's minimum wage above the federal baseline.

BOSTON (CBS) — Twenty-two Massachusetts State Police troopers could be fired for their involvement in the Troop E overtime pay scandal . Forty-six troopers in all were accused of timesheet “irregularities,” an accusation sparked by an internal audit in 2018 that led to the elimination of Troop E.

Mass. State Police Colonel Christopher Mason announced Friday that the first part of the disciplinary process was completed.

Ten troopers were criminally charged in state and federal courts with accepting pay for overtime shifts they did not work. Of the remaining 36, 14 troopers had already retired. The state retirement board was notified about both groups.

Revised overtime pay rule finally takes effect - Pest Management Professional : Pest Management

The U.S. Department of Labor's (DOL's) Final Overtime Rule, which requires employers to pay certain employees overtime pay after working more than 40 hours a week, took effect Jan. 1.

Initially slated to go into effect Dec. 1, 2016, a judge in Texas prevented enactment in November 2016 by issuing a preliminary injunction stating the DOL didn't have the authority to automatically update the rule.

Previously, the Fair Labor Standards Act (FSLA) required overtime pay for workers paid less than $23,660 per year, or $455 per week. The rule that would have taken effect in 2016 would have pushed the minimum salary for exempt employees to $47,476, or $913 per week.

Nurse staffing firm to pay $3.2M to settle overtime claims | HR Dive

The federal Fair Labor Standards Act generally requires that non-exempt employees be paid overtime at a rate no less than 1.5 times the "regular rate of pay" for all hours worked beyond 40 in a workweek. For this reason, it's important to calculate the regular rate correctly.

NY Farm Bureau grapples with labor law - News - MPNnow - Canandaigua, NY

NYFB's president along with labor representatives will explore amendments to the law that went into effect last month

New York Farm Bureau wants more financial help from Albany in dealing with the new farm labor law.

The law that went into effect last month grants farm workers overtime pay, a day off for rest, and other labor rights. Before the law passed the Legislature last year, NYFB cited an economic analysis by Farm Credit East estimating the law would hike labor costs for farmers statewide, on average, by 17 percent or nearly $300 million.

IRS Kicks Off 2020 Tax Filing Season; Help available on IRS.gov - TAPinto

The Internal Revenue Service successfully opened the 2020 tax filing season today as the agency begins accepting and processing federal tax returns for tax year 2019.The deadline to file a 2019 tax return and pay any tax owed is Wednesday, April 15, 2020. 

More than 150 million individual tax returns for the 2019 tax year are expected to be filed, with the vast majority of those coming before the April 15 tax deadline. 

While the IRS’ Free File program as well as many tax software companies and tax professionals began accepting tax returns earlier this month, processing of those tax returns begins as IRS systems open today.

How frightened should you be about the coronavirus? I'm no epidemiologist, but what I've seen looks pretty scary. It doesn't help that the Trump administration, as part of its general war against science and expertise, has seriously reduced America's capacity to respond if we do face a pandemic.

Many people are drawing parallels between the coronavirus and the 2002-03 outbreak of severe acute respiratory syndrome, or SARS, which also originated in China. Like the current outbreak, SARS led to the imposition of economically disruptive quarantines, which appear to have had a significant if temporary adverse effect on China's economy, and a modest negative impact on the world economy as a whole.

Under Trump business investment has turned negative the past three quarters and is negative or essentially flat when the impact of inventory changes are taken into account. Pretty much the only segment of business investment that has been positive the past three quarters is Intellectual Property Products.

Fears of global economic slowdown as virus follows trade war | Business | The Guardian

Zhang Ming, an economist at the Chinese Academy of Social Sciences (part of Beijing's state council), predicted that China's annual growth rate could drop below an annualised 5% in the January-March 2020 quarter. That would be a sharp slowdown compared with 6% annualised growth in the previous quarter.

Goldman Sachs believes the fast-spreading coronavirus will knock 0.4 percentage points from annualised growth in the US over the first quarter of 2020, as Chinese tourism to the US dips and exports of American goods to China take a hit. Its central forecast is for a partial rebound in US growth in the second quarter, but the risks are "skewed towards a larger hit".

Taxes 2020: Audits are most likely to happen to these two groups

The tax agency is auditing fewer individual taxpayers not because we're more honest, but because the IRS is working with fewer employees. The agency's workforce has dropped from 94,000 workers in 2010 to roughly 78,000 in the most recent fiscal year, according to IRS data.

With fewer agents available to perform audits, the agency's audit rate has been whittled to 0.45% of individual returns in fiscal 2019, the IRS said recently. That compares with an audit rate of 0.9% in the fiscal 2014.

Village to schools: Give us the taxes | News, Sports, Jobs - The Vindicator

LORDSTOWN — Village officials are asking the Lordstown Board of Education to waive receiving income tax from any tax abatement request by General Motors for a proposed battery plant in the village.

Mayor Arno Hill and members of village council met Thursday with school district Superintendent Terry Armstrong and board members about what could be taking place in a few weeks with the company.

“We are trying to lay the ground work to get the battery plant here. Time is of the essence. We do not have the official abatement request yet, but we have had dialogue due to the fact the state took the personal property tax away from the schools,” Hill said.

Taxes on Global Dividend Stocks Can Be Tricky - Barron's

U.S. investors can find higher dividend yields in many overseas companies, but they come with tax ramifications that are different from domestic issues.

Foreign companies withhold some of the cash owed to U.S. investors to pay taxes on those dividends.

The withholding rates vary, and a few countries, including the United Kingdom, don't impose one. Also, thanks to various international tax treaties that the U.S. is party to, the effective withholding tax rate is 15% in Germany, Canada, France, Switzerland, and Australia, according to MSCI and the U.S. Internal Revenue Service. It's 10% in Japan. The withholding applies to American depositary receipts and local shares.

Property taxes set to rise after failed veto override

ANCHORAGE (KTUU) Property evaluations in Anchorage went out in mid January, and while values stayed roughly the same, something else might lead to a jump in property taxes for Anchorage residents: the Legislature's failure to override Governor Dunleavy's veto of school bond debt reimbursement.

The veto shifts school bond debt historically covered by the state onto local governments around Alaska, including roughly $21 million onto Anchorage.

Battle Lines Quickly Form Over Radical Property Tax Proposal - The New York Times

On a stretch of 11th Street in Park Slope, Brooklyn, two houses — one a modest two-family, and the other a three-bedroom clapboard home — could be Exhibits A and B in why New York City is now considering a sweeping proposal to overhaul its property tax system.
