Governor Charlie Baker Signs Fiscal Year 2023 Budget | Mass.gov

BOSTON — Governor Charlie Baker today signed the Fiscal Year 2023 (FY23) budget, a $52.7 billion spending plan that supports the Commonwealth's communities, families, businesses, and workers.

The FY23 budget is in balance, does not rely on one-time revenue sources, and does not raise any new taxes or fees; rather, it incorporates $315 million to support permanent tax reductions that are expected to be enacted through separate legislation pending in the Legislature.

Burn pits benefits bill concerns aren't new, hinge on budget moves

The problem centers on how some benefits spending in the bill will be classified in federal budgeting procedures. Sen. Pat Toomey has led the charge, saying it could amount to billions in extra discretionary government spending over the next decade.

Toomey's concerns are the same he raised in June, when he was one of the 14 senators who objected to the PACT Act's final passage.

Projected budget surplus chance for Texas to do great things

Texas Comptroller Glenn Hegar said this week that the state should have a surplus of at least $27 billion when the Texas Legislature convenes in January to begin the budgeting process for the next biennium.

It's an unprecedented amount and comes primarily as a result of inflation-driven tax revenues. Legislators will have just more than $149 billion in general funds in addition to more than $13 billion in the Economic Stabilization Fund, more commonly known as the "rainy-day fund."
