The governor's advisors have so far declined requests for information about the agreement with BYD, the Chinese electric car manufacturer hired to produce the masks, though the state has already wired the company the first installment of $495 million.

NYC & Company, New York City's tourism promotion agency, will furlough half its staff

The $20.9 million NYC & Company received from the city in 2019 represented roughly half of the agency's $39.9 budget. The nonprofit's funding is not slated to be cut in Mayor Bill de Blasio's 2021 budget proposal. But other revenue streams have been cut off by the crisis.

"With the business community largely closed, revenue from advertising, promotions and membership activity is severely impacted," Heywood said. "Therefore, difficult decisions had to be made to balance the budget while preserving working capital for future tourism recovery efforts."
