But several giant companies with hundreds of stores, thousands of employees, and whose executives make millions announced they'd received the maximum possible payouts under the small business program.
"Unfortunately, they were in line as soon as the window opened for this program and took a lot of resources away from those small business owners where this was their only option," Holly Wade, director of research with the National Federation of Independent Business (NFIB) lobby group, told BuzzFeed News.

Coronavirus: Alabama committee recommends some business reopenings
A state committee Friday recommended the immediate reopening of small retailers and close contact businesses amid the coronavirus outbreak, provided those entities limit capacity and follow sanitary and distancing guidelines.
The Small Business Emergency Task Force recommended the reopening of retail stores that follow social distancing and sanitary guidelines, as well as restaurants and close contact businesses like hair and nail salons.
All businesses under the recommendation would have to monitor the health of employees; restrict the number of customers in a store at any time and increase cleaning measures. Hair and nail salon employees would have to wear masks and gloves.

"I believe that, tragically, the number of small businesses who have to shut their doors will far exceed the anticipated number," Senato said. "I would like to know who received the funds, and from which banks. So far, none of the small businesses we know like ours received funding from our bank."
