Throughout California, local government and school officials have been stunned by voters' reluctance this month to approve new taxes and bonds.
The California Taxpayers Association has reported that more than half of the local measures appeared to fail on March 3, although some may squeak through when all votes are tallied.
One of the casualties appears to be San Diego's Measure C, backed by Mayor Kevin Faulconer and local business and labor interests, which would have boosted hotel taxes for expansion of the city's convention center, curbing homelessness and street repairs.

Why Trump isn't getting the payroll-tax cut he wanted for the coronavirus - The Washington Post
If you want to get money into the hands of people quickly & efficiently, let them have the full money that they earned, APPROVE A PAYROLL TAX CUT until the end of the year, December 31. Then you are doing something that is really meaningful. Only that will make a big difference!
Any tax break on paychecks would come out of the Social Security fund: That would risk seriously denting it or even depleting it, meaning people who depend on their Social Security check each month might not get it in a worst-case scenario. That's the primary reason Republicans oppose a cut, said a senior Republican Senate aide.

New Paltz proposed school budget increases taxes 2.8% | Hudson Valley One
New Paltz school Board trustees and members of the public got a broad-brush look at the budget proposed for the 2019-20 school year at their March 4 meeting. Coming in at $62,255,505, it's a 2.54% increase over last year, which would result in a 2.84% hike to the tax levy itself due to a challenging state aid environment, which could well get bleaker if proposals in this year's state budget get passed.
This proposal was offered by interim superintendent Bernard Josefsberg and Sharifa Carbon, assistant superintendent for business, both of whom are quite new in their positions. That was acknowledged by board president Michael O'Donnell when he said that there's usually more detail in the first pass.
Upset you owe too much in taxes? Here's how to fix it
The idea of cranking out yet another form after filing your income tax return sounds as soul-crushing as, oh, maybe clearing out all those boxes filled with who knows what from the basement.
* * *
One reason you might be looking at a much smaller tax refund — or owe far more money than you'd imagine — is that you didn't earmark enough cash out of each paycheck toward your taxes. If you need to change your withholding, you need to complete a new W-4 form.
Helt urges lawmakers meet to refund 'kicker' taxes now, due to virus - KTVZ
BEND, Ore. – State Rep. Cheri Helt, R-Bend, said Saturday that lawmakers should move quickly to combat the economic hardships facing Oregon families and businesses due to the COVID-19 coronavirus, by refunding excess state revenue in immediate "kicker" checks, rather than a tax credit.
Helt said the Legislature should meet in special session right away to convert roughly $1.6 billion in "kicker" tax credits, due to taxpayers later this year, into tax refund checks sent directly to Oregonians by Memorial Day.
