Permian Stalwart Chevron Faces COVID-19, Oil Price War With Budget Revisions - Chevron

Like all producers, Chevron faces a two-headed hydra of much lower global demand and increased oversupply that has forced oil prices down from $60/barrel recently to $20/barrel now.

Chevron's dividend is $5.16/share for a yield of 7.5%; it is cutting its capital budget to prioritize its dividend. The company's market capitalization is $129.3 billion.

Because of its good balance sheet, budgeting pivot, and international operations, Chevron is in better shape to withstand the oil price downturn than smaller, U.S.-only producers.

Iraq proposes budget cuts to foreign oil firms after oil price crash - Reuters

BASRA, Iraq/ DUBAI (Reuters) - Iraq has sent a proposal to all international oil companies asking them to reduce the budgets of developing oilfields by 30% as the slump in oil prices has hit government revenues, but said the proposed cuts should not affect crude output, Iraqi oil officials and industry sources told Reuters.

International firms operate in Iraq’s southern oilfields under service contracts. Under the contracts, they are paid a fixed dollar fee for volumes produced and Baghdad repays companies for the cost of building projects and approve oilfields development plans.

Big Oil's interest in renewable energy investments expected to waver, report says - The Globe and

Budget cutting in response to the twin challenges of COVID-19 demand destruction and low oil prices mean the world's oil and gas industry will likely spend less on renewable energy going forward.

But a report from consultancy Wood Mackenzie says that won't likely slow the overall investment in renewables – fossil fuel players really weren't putting much money into it anyway.

"In a US$60 per barrel oil price environment, most companies were generating strong cash flow and could afford to think about carbon mitigation strategies," said Valentina Kretzschmar, vice-president, corporate analysis, at Wood Mackenzie.

5 Of The Best Cameras Based On Your Budget

Although every smartphone is equipped with high-quality cameras that seem to get better by the day, there are still plenty of reasons to buy standalone cameras in today's world.

For instance, in some cases, you might want to buy a camera, like a digital-SLR (SLR stands for single-lens reflex), when you want to take professional shots that even the most powerful of smartphone cameras have a hard time matching. In others, you might want to have a simple point-and-shoot camera you can bring along with you on trips. And in a surprising twist, old-style instant film cameras are making a major comeback.

Sunak faces pressure to support business over coronavirus crisis | Business | The Guardian

Tej Parikh, chief economist at the IoD, said: "Government must be at the ready to take swift action to help cash-strapped businesses bridge this challenging period. The upcoming budget also provides an opportune moment to lower business costs and support investment to amplify the post-outbreak recovery."

Firms facing financial distress should be given more time to pay VAT, payroll taxes and corporate tax, the IoD said, adding that HMRC's "time to pay" scheme - which offers firms more generous payment terms – should be expanded.

Columnist Richard Fein: Presidential decisions: Put a tax on carbon?

This briefing is about one method of fighting climate change, namely putting a price on carbon emissions. We will refer to that price as a "tax," although many carbon pricing advocates refer to it as a "fee." The tax would be imposed on fossil fuels like coal and natural gas, and fluorinated greenhouse gases. The challenge for you is this: Do you want to make a carbon tax your priority method for fighting change?

The theory behind the tax is that it will make fossil fuels more expensive. Therefore factories, gas purification plants and electric power generating plants will have a financial incentive to use less of these fuels. As a consequence, carbon emissions will be reduced. In addition, a carbon tax could accelerate efforts to develop lower emissions technologies and benefit companies that reduce their carbon emissions faster than their competitors.

$2 Trillion Coronavirus Stimulus Bill: What Does It Cover?

The law appropriates $349 billion to be used to support small businesses to maintain their payroll and some overhead expenses through the period of emergency. The stated goal is to keep workers paid and employed during the period of the emergency.

The stimulus plan extends both the eligibility and the benefit amounts for unemployment related to the current emergency.

The plan dramatically expands eligibility for unemployment benefits just as new unemployment claims are skyrocketing. Nearly everyone but remote online workers and those already on paid leave will be eligible.

The Nordic Way to Economic Rescue - The New York Times

It may prove to be weak medicine, a cocktail concocted for more familiar economic afflictions like a sudden loss of spending power caused by a stock market crash or a plunge in real estate prices.

This crisis is different. From Asia to Europe to North America, people are losing their jobs by government fiat . Workers are required to stay home to limit the spread of a deadly virus. Faced with a public health emergency, the government is suppressing business, rendering dubious the value of standard stimulus measures.

Free exchange - How to pay for the pandemic | Finance and economics | The Economist

T HIS IS NO time to fret about government debt. While cases of covid-19 soar and economic activity grinds to a halt, governments are right to throw all the resources they can at efforts to limit the pandemic's human and economic costs. This urgency notwithstanding, the crisis will push sovereign-debt burdens into new territory.

The history of government borrowing over the past hundred years or so can be divided into three periods. Between the start of the first world war and that of the second, conflict, rebuilding and the Great Depression all placed enormous demands on government balance-sheets. During this tumultuous period, governments were often at the mercy of market sentiment.

The Economics of a Plate of Food in India | Economic and Political Weekly

While the chapter talks about improving affordability of food, especially since 2015–16, the results must be taken with some caution. In measuring the affordability of a thali, the estimates have considered only about 3.3% of the total workforce of the country. This is just a subset of the workforce associated with the organised manufacturing sector.

Again, while the chapter claims that the affordability in prices is because of a series of reforms that the central government has taken in the last five years, like the Pradhan Mantri Annadata Aay Sanrakshan Abhiyan (PM-AASHA), Pradhan Mantri Krishi Sinchayee Yojana (PMKSY), Pradhan Mantri Fasal Bima Yojana (PMFBY), the Electronic-National Agricultural Market (e-NAM), etc, there is no mention of the impact of such schemes on Indian agriculture and the channels through which these might work.

The Race Between Economics and COVID-19 by Mohamed A. El-Erian - Project Syndicate

That response is set to be both novel and inevitably costly. Governments and central banks are pursuing unprecedented measures to mitigate the global downturn, lest a now-certain global recession gives way to a depression (already an uncomfortably high risk). As they do, we will likely see a further erosion of the distinction between mainstream economics in advanced economies and in developing economies.

Such a change is sorely needed. With overwhelming evidence of massive declines in consumption and production across countries, analysts in advanced economies must reckon, first and foremost, with a phenomenon that was hitherto familiar only to fragile/failed states and communities devastated by natural disasters: an economic sudden stop, together with the cascade of devastation that can follow from it. They will then face other challenges that are more familiar to developing countries.

Economic woes harken to 1930s

Nearly a century later, the U.S. economy is all but shut down, and layoffs are soaring at small businesses and major industries. A devastating global recession looks inevitable. Deepening the threat, a global oil price war has started. Some economists foresee an economic downturn to rival the Great Depression.

"With the markets destroying wealth so quickly, the two shocks we're seeing globally -- the coronavirus and the oil-price war -- could morph into a financial crisis," said Carmen Reinhart, a professor of economics and finance at Harvard's Kennedy School of Government. "We will see higher default rates and business failures. It could be like the 1930s."

Accountants find themselves working through a public health emergency with coronavirus |

A conversation that all accounting firms and departments need to have, especially during times of viral epidemics and other public health crises, is how to keep the business running efficiently during these times.

By now you and your colleagues are likely staying away from the office and working from home. If that's not already your regular routine, then it may take some adjustment.

* * *

It's in this state that your business should provide employees with all the necessary tools and training to do their jobs from their homes, as well as be able to effectively communicate with coworkers. Luckily, SaaS applications make it easy for workers to access their most used software from nearly any computer, meaning that even if they're not on your office network, they can still access their applications and data from home.

U.S. regulators give banks relief on accounting standard, derivatives rule

WASHINGTON (Reuters) - U.S. banking regulators told banks Friday they could ignore the capital implications of a new accounting standard for two years and adopt early a new, more sensitive way to measure risk in a bid to ensure banks continue lending through the pandemic.

The Federal Reserve, Federal Deposit Insurance Corporation and Office of the Comptroller of the Currency said the moves are aimed at reducing hurdles for banks to keep lending. By allowing banks to dodge a problematic accounting standard and sooner use a new risk measure for counterparties, regulators hope to "smooth disruptions" that could slow lending.
